James Bond must cooperate with Soviet agent Anya Amasova (whose lover, Sergei Barsov, he killed on a past mission) to stop madman Stromberg from terrorizing the ocean with his submarine tracking system, which allows him to target and abduct the submarines of various world powers' navies. The ocean-loving Stromberg plans to use the stolen subs to launch a nuclear holocaust and force mankind to live in underwater cities which he builds.

Later, Stromberg's personal pilot Naomi pursues Bond's Lotus with one equipped with machine guns on the undercarriage. Bond blows it up using a missile launched from his Lotus.
