A gang of former CIA agents is hired by President Fallbrook's chief of staff to stage a kidnapping in order to boost Fallbrook's approval rating. But the leader of the agents turns traitor and it becomes a real abduction. One of the agents, however, was a last-minute replacement for the fake abduction, and he becomes thr President's only hope of survival.
