Fuselage with a parasol wing and stabilising sponsons, it could be the Dornier Do 24. But the single tail and two engines (in fact four arranged in two push-pull pairs) make the difference. If you are not able to see the sponsons, the dihedral is the other point which makes impossible to be a Consolidated PBY Catalina.
